Does ESPN Plus include the SEC Network?

No. ESPN Plus doesn’t include any full networks. It has original content, highlights and some college games. 

Does Amazon Prime have the SEC channel?

You can watch SEC Network on an Amazon device, like a Fire TV Stick, but Amazon Prime doesn’t carry the channel. It offers SEC TV, which is a separate service.
