Maine’s Online Casino Bill Stalls: What’s Next?

If you’re hoping to see online casinos in Maine, you’re going to have to wait.

House Bill 1164, “An Act to Create Economic Opportunity for the Wabanaki Nations Through Internet Gaming,” stalled in the Joint Veterans and Legal Affairs Committee.

This decision came shortly after the bill was introduced.

HB 1164 was set up to carve out a niche for the state’s four tribes in the ever-growing online casino market.

What Would HB 1164 Have Changed?

The bill’s framework closely mirrors that of Maine’s existing online sports betting system, where tribal partnerships have already proven successful.

Currently, the Wabanaki tribes are active in the sports betting field. Three of the tribes have teamed up with Caesars Sportsbook, while the fourth tribe works with DraftKings Sportsbook.


Maine’s online casino bill would have resembled the bill that legalized online sports betting in 2022, which allowed the state’s four federally recognized tribes to operate online sportsbooks through partnerships with Caesars Entertainment and Draft Kings.

This new bill aimed to extend similar opportunities to casino-style gaming, further embedding tribal partnerships in the state’s gaming industry. It would have also allowed Maine’s tribes to run online platforms featuring casino games like poker, blackjack, and roulette. These platforms would have operated under exclusive licenses for the tribes.

Any revenues made from these online games would face a 16% tax. This tax money would support important state services, including addiction recovery programs and veterans’ support initiatives.

Gambling Industry Slow To Evolve in Maine

Gambling in Maine has evolved significantly over the years. The state first permitted wagering on harness racing in the 1950s, marking the beginning of regulated gambling activities. The landscape further expanded with the establishment of the Maine State Lottery in 1974.

It wasn’t until 2003 that casino gambling entered the scene with the opening of Hollywood Casino in Bangor, offering slots and harness racing.

In 2010, Oxford Casino was introduced, adding table games to the state’s offerings. Sports betting became a part of Maine’s gambling portfolio in 2022, when legislation was passed to allow regulated sports wagering, enabling partnerships with local tribes and enhancing economic opportunities within the state.

Now, some online gambling entities are advocating for more inclusivity, urging lawmakers to open the market to additional operators. It’s the next logical step in the market.

The state did take another step towards innovation this year when no-dealer poker tables were approved.

Maine Online Casino Bill Faces Opposition

However, not everyone in The Pine Tree State is thrilled about the proposal.

Prominent Maine casino operators, such as Churchill Downs and Penn Entertainment, have expressed opposition. Representatives from Oxford Casino and Hollywood Casino in Bangor say the bill would create an exclusive market for the tribes.

On top of all of that, the bill is being carefully looked at by the Maine Center for Disease Control and Prevention. Dr. Puthiery Va, who leads the agency, asked lawmakers to hold off on making any decisions until they have a clearer understanding of the long-term effects of legalizing sports betting.

This isn’t the first time the concept has faced hurdles. Last year, a similar proposal managed to pass the Senate but ultimately fell short in the House. This time around, legislators decided that they need more time to delve into the nuances of the issue before proceeding.

What’s Next For Maine’s Online Casino Legislation?

As the conversation continues, everyone involved is eager to see how Maine might change its online gambling rules, especially considering the interests of tribal communities and existing casino operators. Will the lawmakers reach an agreement that works for everyone? Only time will tell.
